  • July/August President Report
    Posted On: Sep 22, 2017

Update on Coweta Vice President Carriger, Ronnie Hunter - IAFF service rep, and the Coweta Local President has been successful in their endeavors to remove the City Manager and City Attorney; both of these gentlemen were removed from their positions with the City of Coweta. Since their removal our team worked to get an interim City Manager who has a more favorable working relationship with prior collective bargaining units. I am sure VP Carriger will have more to report on during his district report.

I am currently working with Del City and Chickasha through their negotiations process for FY 2017/2018. Vice President Leach has taken over in Del City and will report further during his District VP report.

Currently working in Chickasha on a few issues, we have multiple grievances that date back to last summer as well as a new grievance stemming from the City of Chickasha’s decision to not allow pre-tax payroll deduction for supplemental insurances such as Aflac; if this goes to arbitration I will be the advocate. We were successful in Claremore two years ago on the exact same issue. We had gotten word that the new City Manager was going to stop including our stipends in our overtime calculations, which violates the FLSA, and so I met with him over the issue and gave him a ruling from the US Department of Labor from 2010 where they had investigated the City of Chickasha and ruled that they were not calculating our overtime correctly. Once he spoke with Margaret Love he informed me that the City of Chickasha would not make any changes to our overtime calculation.

The new server and IT is up and running, the transition seemed to be easy and we have had no issues. We will also have on the agenda today to approve/disapprove a new phone system and internet provider.

The policy committee met once again, we will provide a more detailed report in committee reports. Hopefully we can meet one more time before the next board meeting to finish up and have something to vote on in the September board meeting.

I have been in correspondence with Rick Beams to try and bring closure to the finalized audit and the findings of the audit along with the findings of the PFFO trustees. I have also been in contact with Brian Foughty to figure out exactly what Rick was assigned to and was not. I have also had conversations with his home Local about what has been happening internally there over the last two years in regards to the work Rick was doing in the Local. Since last board meeting I met with Trustee Curtis Maloy to go over the expenditures and explanations that Rick had given when he met with Curtis in February.  We were able to comb through the expenditures and mark a few off, however there are still a number of expenditures that we cannot write off at this time.  Also Rick had submitted to us a number of vouchers dating back to April of 2015 seeking reimbursement; these totaled just under $8,000. From that I got in touch with Doug Vernier and asked him to represent us in any proceedings that may take place. At Doug’s request we met with Auditor David Rhodes and his assistant so Doug could get caught up to speed. I will report on the results of that meeting in the committee section.

Chalk and I along with members of the State FOP met with some of the Governors staff to discuss her veto of our PERB bill, we will have more discussion in the Legislative report.

We are in the process of finalizing candidates to interview to fill the open office position, hopefully we can conduct interviews in about two to three weeks.

Provided information on arbitrator list in Claremore and Tulsa, was able to utilize the services of the labor program at University of Little Rock to obtain information on some new arbitrators.
