District 5 Report

April 2016

Ricky Burns

1.Anadarko – Member suspended without pay for two shifts accused of insubordination and unprofessional conduct

2.Altus – Local looking at possibly filing two grievances, one on Chief changing the time for promotional testing and one on Chief not allowing a member to test for promotion

3.Chickasha – City has offered substantial monetary increases, however that is offset by their proposal to also increase health/dental insurance substantially….three members disciplined recently, two of which were suspended for three shifts without pay for not attending an off duty training event. One of those was on vacation. Another member was disciplined for showing up an hour late to same off duty training event. Local has filed grievances on all three. Also had grievance on Chief making a unilateral change to not pay for time spent at lunch for members who were attending training on their days off, that grievance looks like it is settled and members will still be overtime for lunch hour and now the City will provide lunch for everyone. Another grievance over Chief renaming our Training Officer position and giving it new and more responsibilities and giving authority of operations and day to day activities to that position, grievance settled and all new roles and responsibilities were rescinded however we agreed to the title change.  

4.Duncan – Have a tentative agreement on CBA, Local voted Friday to ratify, council will vote tonight….should pass. Members will not receive step or cola this year however will have small increase to educational incentive, one additional vacation shift, and couple of other minor language changes

5.Fredrick – Nothing new to report

6.Lawton – Local filed grievance over Fire Chief not promoting of their promotion list following a member retiring with a disability, Fire Chief’s reasoning is that member could come back within two years according to pension laws

  1.    Mustang – Currently in negotiations

  1.    Newcastle – Nothing new to report

  1.    Tuttle – Nothing new to report    

Crossover work in other district: Working on getting arbitrators selected for two arbitrations in Claremore.
